New TCRG Research: the Policy Implementation Playbook

at

A new paper from the Tobacco Control Research Group analyses how the tobacco industry responds to tobacco control regulations after they have been adopted.

The researchers included 308 sources, including 210 peer-reviewed articles and 98 News Analysis items from Tobacco Control, documenting industry activities relating to TAPS, health warning- and product-related policies, and smoke-free regulations. The paper is the first to systematically bring together evidence on post-adoption tobacco industry tactics and develop a taxonomy — the Policy Implementation Playbook.

This research complements the Policy Dystopia Model, a framework that largely focuses on industry efforts to interfere with policy prior to its adoption.

Lead author Dr Britta Matthes explains:

“We often think of industry interference as something that happens before a policy is in place. But our findings show that policy adoption is not the end point. Anticipating how the tobacco industry may respond after policies are adopted could help policymakers and regulators strengthen regulatory design and implementation, including enforcement efforts.”
